The President’s Corner - Rules, Rules and More Damn Rules or where in the Hell Do I drop the Ball; Part 1

I hope you have enjoyed the first third of 2012, hardly any weather issues (unless you count the wind) to keep us off the course. With a handful of tournament days under our belt, there is a nice trend of the majority of entries winning a little bit here and there. Even your President managed to win something, of course I needed a short field and miserable conditions.

Our courses have a number of holes with either “water or lateral water hazards,” which have caused confusion about how and where to drop. Over the next few weeks, I will review the rules associated with “water and lateral water hazards,” including a discussion of drop options for different holes. I will first provide the USGA definition of the hazards and provide non-hole specific drop options. I am sure you all know the Rules of Golf and Decisions and spent some quality time trying to read language that would make Mike Smith blush; i.e. formal legalese. The USGA and R&A have published the first joint Rules of Golf Document (January 2012) and have simplified or clarified some of the language. Rule 26 addresses water and lateral water hazards (you should also review the definitions). The current rules of golf publication have a quick guide to the rules that is designed to provide a simplified set of instructions. You can download the Rules of Golf, at http://www.usga.org/rules/2012-Rules-of-Golf/. This site also has videos explaining different rules. In addition to the Rules, there are decisions, which further clarify the rules.

Following are excerpts from the USGA definitions of Lateral Water and Water Hazards.

Lateral Water Hazard: A “lateral water hazard” is a water hazard or that part of a water hazard so situated that it is not possible, or is deemed by the Committee to be impracticable, to drop a ball behind the water hazard in accordance with Rule 26-Ib. All ground and water within the margin of a lateral water hazard are part of the lateral water hazard…That part of a water hazard to be played as a lateral water hazard must be distinctively marked. Stakes or lines used to define the margin of or identify a lateral water hazard must be red.

“Lateral water hazard” (marked by red lines or red stakes) drop options include:

1. Play from spot you played your original shot, or
2. You may take a drop two club lengths from the point the ball crossed the hazard and no closer to the hole, or
3. You may drop the ball on the other side of the lateral water hazard equidistant (same yardage) from the hole, or
4. Play from a designated drop area.

Water Hazard: A “water hazard’’ is any sea, lake, pond, river, ditch, surface drainage ditch or other open water course (whether or not containing water) and anything of a similar nature on the course. All ground and water within the margin of a water hazard are part of the water hazard. …Stakes or lines used to define the margin of or identify a water hazard must be yellow.
The effective differences between “water and lateral water hazards” are the drop options. Simply if it is a “water hazard” >(marked by yellow lines or yellow stakes) you must keep the water between you, where the ball entered the hazard and the flagstick. Drop options are:

1. Play from spot you played your original shot, or
2. Play in line with the point of entry into the lake, keeping the lake between you and the flagstick, or
3. Play from a designated drop area.

Message from Tom Walker, RRMGC Treasurer

Dear RRMGC Members,

As the Treasurer for your club, part of my duties is to pay the bills. One of the bills that I pay is the green fees for our tournaments. As most of you know, the process for the tournament is that members sign up in various ways prior to a “cut-off date”. Once the deadline for signing up has passed, we make a commitment to the golf course for a certain number of golfers. What this means is that we are committed to pay for the requested tee times, for YOUR tee time. We had a tournament during the month of March where 6 members, that had committed to play, failed to notify the pro shop or the Tournament Director that they were not going play. This is a NO CALL NO SHOW. The impact of this to you is that when I go pay the bill, the golf course charges us for YOU. WE then have to get in touch with you and ask you to reimburse us for the money that we were charged.

We have had NO CALL NO SHOWS in the past, usually no more than one or two a tournament. When this happens we send an email to the members that no call no showed, asking to be reimbursed. There have been times when this has caused some hard feelings and we are sorry for that. But as we do not have an unlimited budget or funds, this creates an additional, unexpected cost to YOUR club. This all can be avoided by just calling in to the golf course on the morning of the tournament and let the pro shop or the Tournament Director know you are not going to be there. You don’t have to have an excuse, only that you cannot make it. The pro shop will not charge us.
If you do not call in, WE and YOU get charged.

So, going forward, please don’t be a NO CALL NO SHOW, save yourself and YOUR club and your fellow MEMBERS money.

Thank you!

Tom Walker
Treasurer RRMGC
